Statement - An Update |
A community where each neighbor looks out for the other. A community where our rights and freedom as American citizens are respected within our boundaries. The preservation of a way of life that our children and grandchildren can enjoy while allowing for growth so that all can realize their full investment potential.
To honor all of the property owners' rights without bias. To run the Association affairs in a manner that protects the integrity of the Association, its bylaws and the covenants and restrictions. To provide a tradition rich community that is known for its friendliness and neighborly support. To remain pro-active, in oversight and planning for future growth and to enhance property values in our community.
The annual meeting of the Blue Lake POA was held July 5th (2008). Following is a summary presented at the annual meeting of the Long Range Planning Committee Report to the Blue Lake POA Board of Directors.
§ A Long-Range Planning Committee was established about one year ago.
§ Primary purposes to develop plan for orderly development of Blue Lake, suggest improvement of addition of infrastructure, suggest enhancements for safety, welfare, enjoyment, beauty, and appearance of community
§ Members Bill Stevens (chairman), Don Adams, Jay Harris, Sally Lavine, and Bill Murphy (Golf Club)
§ Permanent committee of POA
A formal report was made to the Blue Lake POA Board of Directors on June 6, 2008 and a full report will become available on the Blue Lake POA website: www.bluelaketx.org.
Synopsis of the report:
§ Scope of recent work by committee included …
o an inventory of all POA buildings and parks
o building inspector report on current condition, expected life, issues with facilities
o committee members meeting with each Blue Lake organizations to explain committee's function, seek support and input to planning process
o meeting with Horseshoe Bay Trails to discuss future cooperation
o researching POA owned property to determine restrictions to further development/use
o meeting with the Blue Lake Golf Club to identify needs and priorities
o a review by an architect for feasibility of expansion/remodel of community center
§ Interesting facts from the study include …
o POA assessment is same in 1965 dollars - $27 vs $200 today
o no capital investments have been completed since 1995 (fertilizer shed)
o 276 owners, with 31% full-time
o average appraised value of property owner's lot up 39% in last 3 years for a total of $89M
o volunteers in community spend well over 1000 hours annually in support of community
o BLPOA's annual net income averages $4,000
o reserve funds of $65k June, 2007 ( and $77,000 in June 2008)
§ Recommended projects to consider … (totals about $1 million)
o Golf clubhouse and community building expansion remodel/expand $400k, new $650k
o Swimming pool $200k
o Golf cart storage $100k
o Repair/remodel golf director's house $50k
o Maintenance garage $20k
§ Recommend establishing permanent building fund and provide methodology to raise funds by property owner assessment, issuance of bonds, borrowing, fund raisers and solicitation of donations, and/or sale or lease of non-incoming assets
§ Overall conclusion is that we need an orderly plan for the future to provide for an improved community and our aging infrastructure. It will require additional steps for finances.
We look forward to anyone's comments as to their thoughts on the Long Range Planning process. In particular we would like a feeling of which projects should be considered (including any that might not have been listed already), how you would rank the projects and suggestions as to what the best way to fund the projects might be.
